Librarian transforms tribals into bookworms

MYSORE: He has a passion to encourage nomadic tribes to develop the habit of reading. Y Kumar, who belongs to Dombidasa community, runs a library exclusively for nomadic tribes at Ekalavyanagar in northern Mysore, where 354 families have settled.The small library, which was opened with the help of government in 2008, had a few takers initially. But due to the efforts of Kumar, people, especially women and girls, have developed the habit of reading.

Tax collecting agencies owe Rs 7 cr cess to library department

MYSORE: Tax collecting agencies owe nearly Rs 7 cr to department of public libraries since several years.
Deputy Commissioner P S Vastrad on Tuesday disclosed that Mysore City Corporation owes Rs 5.22 cr, Mysore Urban Development Authority Rs 29 lakh and Gram Panchyaths Rs 1.14 cr to the department. Though these bodies have been collecting library cess from public they have not paid to the department which is affecting smooth functioning of libraries which have to procure newspapers, journals and books.
Vastrad, who is chairman to District Library Authority, told reporters that we will organize a campaign to collect the cess dues from the tax collecting authorities during National Library Week celebrations scheduled between November 14 and November 20.
Drive to collect 40000 books
On the occasion, the district library authority, an apex body of District central library and City central library will appeal its members to return books that they have borrowed from Mysore district and city libraries. Vastrad said nearly 40000 have not been returned by the members of 306 libraries including 25 in Mysore city, since five years. We have records of its borrowers and will get back the books to the libraries during the week long library week celebrations
The authority with an aim to increase reading habit among public will organize drive to increase library members especially in rural areas by way of organizing events and books exhibitions during the week. We have over 88000 members including 45000 in the city.
On the occasion, all libraries will be illuminated, the DC stated.
Library will come up at People's park
Deputy Commissioner P S Vastra said they will start modern library work, which was stalled following protest by a section of Mysoreans, at People's Park shortly.
In June this year, a bunch of students and citizens led by members of Mysore Grahakar Parishat, a body of citizens, opposed the move to construct the library block inside the park premises claiming it is against law governing parks and open spaces. Then the work was temporary stalled.
However, the DC has another version. He says the work was shelved as the soil was loose. We will start the work immediately on an area measures 1500 sq ft to establish a modern library. This is an old project. To a query, Vastrad said many libraries are inside parks. It is for public use and we will continue with our plans with this regard.

Library hour from today for schoolkids


MYSORE: All schools in the district will have a library hour from from Wednesday. 

To create interest among children in reading general books, the education department will make them visit library and read books of their interest for an hour. The library hour will be effective in government primary and high schools, social welfare, aided and unaided schools. They will have 'Shaala Shraddha Vachanalaya' (school library). 

Headmasters of all schools have been asked to identify donors to contribute for books and bookshelves. Story books, dictionaries, novels, poetry collections, biographies and autobiographies will be collected from SDMC members, school alumni and the public. 

On Wednesday, the initiative will be formally launched with the programme 'Tegeyiri Pustaka Horage - Hachiri Jnanada Deevige' in all schools. "For half-an-hour from 11am, students of all schools will read books in school library. Prior to that, a guest speaker will speak about the importance of reading," said DDPI B K Basavaraj. On the first day, two students from each school will write a letter to the educational minister about their opinion. 

There are 3,165 schools in Mysore district and 4,43,000 students in primary and high schools. "When teachers are on leave, students can utilize the library. They can even borrow books from library," he added.

4.    As these are the single sanctioned post in the respective cadre (subject wise), they are treated as unreserved posts as per the concerned Government order issued in this behalf.

Qualification:
For the posts in Arts, Humanities, Sciences, Social Sciences, Commerce, Languages, Law, Journalism and Mass Communication:

1.  For Assistant Professor;
     i.    Good academic record as defined by the concerned University with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the Master’s degree level in relevant subject from an Indian University, or an equivalent degree from an accredited foreign University.

ii. Besides fulfilling the above qualifications, the candidates must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET.

iii. Notwithstanding anything contained in sub-clauses (i) and (ii) above, candidates, who are, or have been awarded a Ph.D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Institutions.

iv. NET / SLET / SET shall also not be required for such Masters Programmes in disciplines for which NET / SLET / SET is not conducted.

For the post of LIBRARIAN:
(a)   A Master’s Degree in Library Science/Information Science/documentation with at least 55% marks or its equivalent grade of B in the UGC seven points scale and consistently good academic record;

(b) Atleast 10 (ten) years experience as Deputy Librarian or in a  
       responsible professional capacity in a University Library;

                     (c)  Ph.D.Degree or equivalent research work in the field relevant to the
                    profession;

                     (d)  Training in computerization/information technology/specialised  
                     areas may be taken into consideration.
           

Additional Information for all the above posts:
1.            The qualification, Pay Scales and other Eligibility Conditions are as per UGC regulations.  The D.A, H.R.A & C.C.A shall be as per the rate sanctioned by the State Government from time to time.

2.            DD towards Fees shall be drawn in favour of Finance Officer, Karnataka State Open University, Manasagangotri, Mysore-570006 payable at Mysore.

3.            The candidates who wish to apply for more than one post shall submit separate application forms for each post with prescribed fee.

4.            The selected candidates must be prepared to work in any centre coming under the jurisdiction of Karnataka State Open University, Mysore.

5.            No TA/DA will be paid to the candidates who attend the interview.

6.            Incomplete application will be rejected without any intimation.

7.            Any type of direct or indirect canvassing for the post will disqualify the candidate.

8.            Candidates claiming reservation under SC/ST/OBC., shall be required to attach the certificate issued by the competent and authorized authority.   Such certificates must have been issued very recently (within six months).

9.            Those who may be recruited in this University for the first time shall come under New pension (Contributory) scheme, which came into force from 01.04.2006.  

10.        The University will not be responsible for any postal loss or delay.

11.        Employees of Government, quasi Government, Aided Colleges and Universities, are required to submit their applications through proper channel.

12.        Candidates who download the application from the University website, must attach DDs  to their application.


13.        Those who had already applied for teaching posts in response to the University Notifications dated: 07.11.2006 and 05.10.2007, and those applied for the post of Librarian in response to the University Notification dated 5.5.2007, are required to apply once again as per this notification.

14.Candidates must possess the required qualification on the last date fixed for receiving applications.

15.  Copies of documents in support of claim made, must be enclosed to the application.   If copies of documents are not sent with the application, claims made will be rejected.    Documents not enclosed to the application but produced at the time of interview will also be rejected.

Relaxation of Marks :
d)                                               A relaxation of 5% may be provided at the graduate and master’s level for the Scheduled Caste / Scheduled Tribe / Differently-abled (Physically and visually differently-abled) categories for the purpose of eligibility and for assessing good academic record during direct recruitment to teaching positions.  The eligibility marks of 55% marks (or an equivalent grade in a point scale wherever grading system is followed) and the relaxation of 5% to the categories mentioned above are permissible, based on only the qualifying marks without including any grace mark procedures.

e)   A relaxation of 5% may be provided, from 55% of the marks to the Ph.D. Degree holders, who have obtained their Master’s Degree prior to 19 September, 1991.

Digital Braille library in Mysore soon


A digital Braille library will come up in the city shortly. Talks have been held in this regard with the National Association for the Blind, where the required equipment will be provided by the state and infrastructure by an NGO, said District Minister S A Ramdas.
Digital books will be printed for the visually-impaired and libraries set up on the lines of digital libraries of universities and colleges. He was speaking after distributing aids to 1,128 differently- abled persons of Mysore district at the Karanth Ranga Mandira at Karnataka Exhibition Grounds on Sunday.
 The event was organised by the Pandit Deen Dayal Institute for the Physically Handicapped of New Delhi, in collaboration with the district administration, District Disability Rehabilitation Centre and the Indian Red Cross Society, Mysore.
 Stating that houses will be distributed to 297 differently- abled persons by next year under the housing policy, he added that housing cards will be distributed on September 25. The differently-abled who are residing in rented houses can avail of the benefits.

12th International ISKO Conference at University of Mysore from 6th to 9th August 2012


           The 12th International ISKO Conference is being held in the University of Mysore from 6th to 9th August 2012. Eminent Scholars from over 20 countries are presenting their research papers in the Conference. There will be a pre-conference Tutorial on 6th August on ‘Categories for the Web’ that will be conducted by Dr. Kavi Mahesh (Professor of Computer Science @ PESIT, Bangalore and Knowledge Management Consultant to Infosys). The details of papers to be presented at the conference (and the detailed programme) are on the conference website (www.isibang.ac.in/~ISKO<http://www.isibang. ac.in/%7EISKO>). With a view to encourage doctoral and Masters’ degree Students in allied areas (M.sc. Mysore's library row gets murkier


MYSORE: The city centre library project, which has already kicked up a storm over its location in the city's prime park, seems to be heading for more trouble. 

The private firm, with which the department of public libraries had signed an agreement in 1994 to construct the library-cum-commercial complex, has petitioned the high court to allow it to implement the now revived project. 

The firm, now seems to be trying to fish in the troubled waters, argues that the agreement still holds significance as it was not explicitly cancelled by the government though it shelved the project. Meanwhile, the department of public libraries has made its stand clear that the project will not be utilized for commercial purposes which is one of the primary concerns of the activists opposing it. 

"There is clear directive from the government that the project should be taken up with public funding. We are following it. Now that we have taken up the long-pending project with public funding, the private firm which had signed the agreement earlier, has opposed it and approached the court. There will be no commercialization of the project," B Manjunath, deputy director of the department of public libraries told TOI. 

"We have got the notice and are preparing our case. We will intimate the court about the government's directive," he said and added that the groundwork will start from June end. 

BONE OF CONTENTION While the government dropped the library-cum-commercial complex project, it did not cancel the agreement signed with the private firm on May 25, 1994. 

The plan was to construct a complex on BOOT basis and transfer the property to the department after 30 years. The project is pending since 1984 after the government allowed 400 ft X 340 ft plot in the park to the department. While the activists are getting ready to create awareness about the importance of the People's Park which serves as lung space in the crowed central business district, the officials are moving in to secure the land by fencing the mega plot. 

"We are not against the library project. But we are opposing its location. Our awareness drive is to tell people the importance of the open space," Bhamy V Shenoy of the Mysore Grahakara Parishat (MGP), which is spearheading the 'save park' campaign, said. 

It is a prime property located in front of the KSRTC suburban bus stand which could be utilized for commercial gains. There are evidences to this as the officials included a commercial complex in the proposed library building, he said. The MGP is planning to file a PIL. 

Manjunath said it was a mistake that the department thought to house a commercial complex in the library but attributed it to lack of funds. 
According to officials, 50 per cent of the Rs 4.08-crore project will come from the library cess collected by the MCC. The rest will be funded by the state libraries authority.
