 Online applications are invited from exceptionally qualified candidates for the following Teaching positions of the University in the following Schools/Departments/Centre. The University currently offering Graduate/Post Graduate and Doctoral programmes.

(A) Regular Teaching Posts 
Department of Library & Information Science – Professor – 1(UR)
Essential Qualification: P.G. Degree in Library & Information Science/ Documentation/ Library Science 
Specialization of the post: Users services/ Users Studies/ University Library System and Services.

(B) Regular Non-Teaching Posts Librarian 1(UR)
Rs.37400-67000 + GP-10000 
Essential Qualification:
A Master’s degree in Library Science/Information Science/Documentation with at least 55% of the marks of its 10 equivalent grade of B in the UGC seven point scale and consistently good academic record set out in UGC’s Regulation, 2010. 55% marks shall not be insisted for the candidates already working in University systems.  And 
i. Three years service in the AGP of Rs.9000/- as Deputy Librarian and otherwise eligible as per the API scoring system and PBAS methodology developed in UGC Regulations with a Ph.D. qualification. OR 
Experience: At least 13 years of experience as Deputy Librarian in a University Library or eighteen years experience as a College Librarian. Evidence of innovative library service and organization of published work. 
Desirable: M.Phil/Ph.D degree in Library Science / Information Science / Documentation /Archives and Manuscript keeping. Knowledge of working in computerized environment. 
Age: 57 years as on closing date of application.

This is rolling advertisement; there is no last date. Applications in the prescribed format are invited from eligible candidates against the following positions:-
1. Professor , 2. Associate Professor , 3. Assistant Professor – in various disciplines in the University.
Duly filled-in applications in the prescribed format may reach the Registrar, Guru Ghasidas Vishwavidyalaya, Bilaspur (CG) throughout the year by 
registered/Speed post only, however, the applicants residing abroad (not residing in India) may send their applications, through E-mail at registrar@ggu.ac.in. The post applied for should be mentioned on the top of the envelope. The details of minimum eligibility (Annexure-II), application form and other information can be downloaded from the university website www.ggu.ac.in.
1. Separate application for each post is required.
2. Reservation and Relaxations will be given as per GOI/UGC Rules to all the persons belong to SC/ST/OBC/PH category. 
3. The University reserves the right not to fill any post and also to alter the nature and number of vacancies if the circumstances so warrant. 
4. Persons retired from relevant/appropriate posts may also apply. If circumstances so warrant, their applications may be considered for a term appointment of one to three years on purely temporary basis with fixed remuneration negotiable at the time of interview. 
5. Officers working in the Central Government or State Government or Union Territories or Universities or Research Institutes or Public Under Taking or Semi Government or Statutory Autonomous Organizations, holding equivalent/appropriate posts on regular basis and fulfilling the conditions specified in Annexure-II, may also apply for the above posts. Their applications shall be considered for selection to the posts on deputation, if the circumstances so warrant.

(iii) Contribution to educational innovation, design of new curricula and courses, and technology-mediated teaching learning process.
(iv) A minimum score as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS)(refer to RX 1.4)

An outstanding professional, with established reputation in the relevant field, who has made significant contributions to the knowledge in the concerned/allied/relevant discipline, to be substantiated by credentials.

OTHER TERMS AND CONDITIONS

  1. In service candidates should invariably send their application(s) through Proper Channel. An advance copy of application may however be sent within the due date.
  2. Applications received after the last date, incomplete in any respect or violative of any condition shall not be  considered.
  3. The original application through proper channel of shortlisted candidates, if employed, should reach this University before the date of interview or alternately the candidates are required to submit a No Objection Certificate from the employer on the date of interview.
  4. Number of posts advertised may vary.
  5. A relaxation of 5% marks at Masters’ Degree level shall be applicable to a candidate belonging to SC/ST and PWD .
  6. Short-listing of candidates for interview shall be as per norms of the University.
  7. Mere fulfilling minimum qualification shall not entitle a candidate to be called for interview.
  8. The candidates having higher qualification shall be given preference.
  9. The University reserved the right not to fill up any post.
  10. Fees once paid is not refundable.
  11. Candidates who have applied in response to advt. No. F. 1-4/Estt.II(B)/2011-235 dated 7th December, 2011 for the posts indicated by asterisk need not apply again in the prescribed form and also not required to pay the requisite application fee. However, the concerned candidates are required to give in writing to consider their earlier application, failing which their candidature will not be considered.
  12. Candidates, applying for the reserved category of posts i.e. SC, ST, PWD and OBC, are required to produce the necessary documents issued by the Competent Authority so as to substantiate that they belong to the category as mentioned above. Further, it may be noted that the candidates, applying under OBC category, are required to produce a certificate from the Competent Authority that they do not belong to the creamy layer, failing which their application will be rejected outrightly.
  13. The candidates are required to submit the attested copies of marksheets and certificates concerning all the degrees including copies of publications and supporting documents relating to API scores, experience etc.
  14. If candidate desires to apply more than one post, he/she has to apply separately for each post alongwith prescribed fee.

Retirement age of lecturers’ in state run colleges may increase 19 Jul 2012


The Centre is likely to clear the proposal of allowing states to decide the retirement age (Maximum 65 years) of lecturers in state run colleges and universities. Earlier, the UPA government was insistent that states should enhance the lecturers' retirement to 65 years to enable them to get 80% of the arrears burden of state governments.

The arrears — at least Rs 9,000 crore —went up since the Centre had asked the states in 2008 to follow the Sixth Pay Commission scales that centrally- funded institutes introduced in the same year, with retrospective effect from January 1, 2006.

The Central government has committed to bear 80% of the increased arrears for the first four-year period — between April 1, 2006, and March 31, 2010 — if states followed its order. Now, the government plans to foot this sum only in the form of reimbursements in "two-three" installments. This is likely to benefit around four lakh teachers across the country.

The ministry cleared this proposal after a committee of secretaries, headed by cabinet secretary, supported the state governments' demand.

Sources said that there could be political reasons for states to push the need for greater autonomy as far as fixing the retirement age is concerned. "Some states might want to fix 60 or 62 years for retirement so that fresh batch of qualified people can apply for jobs, and this will also increase the scope of promotion for many lecturers," said a senior government official.

The sixth pay package for teachers, based on which the scales of centrally-funded institutes were revised, has a provision that requires increasing the retirement age to 65 years. Presently, the retirement age of teachers varies across states - from 58 to 60 years.
