2. Pay Scale: Pay Band (3) Rs.15600-39100/- with Grade Pay of Rs.6600/- plus usual allowances as admissible under Central Government and Foundation’s Rules.
3. Number of Post: 1 (one) for the Headquarters.
4.Educational and other qualifications:
Officers under Central / State Governments/ Semi-Government, Statutory or Autonomous Bodies including Universities, Research or comparable institutions, holding – analogous post. Or
Officers in the pay-scale of Rs.15600-39100/- (PB-3) Or Rs.9300-34800/- (PB-2) G.P. Rs.5400/- with 5 years regular service in the grade and having relevant experience, Or
Officers in the pay-scale of Rs.9300-34800/- (PB-2) G.P. Rs.4800/- with 6 years regular service in the grade and having relevant experience. Or
Officers in the pay-scale of Rs.9300-34800/- (PB-2) G.P. Rs.4600/- with 7 years regular service in the grade and having relevant experience. And

Processing following educational qualifications /experience
a) Master’s Degree of a recognized university.
b) Degree in Library Science from a recognized university.
c) 5 years experience in Library Administration works
d) Proficiency in one of the regional languages as well as proficiency in Hindi and English
e) Certificate course in computer application equivalent to ‘O’ level Foundation course from a DOEACC recognized institute.

Vacancy of Consultant, Catalogue- In- Publication Project (CIPP) at Raja Rammohun Roy Library Foundation

Applications are invited from established library professionals from state and central government to the post of Consultant, Catalogue- In- Publication Project (CIPP) purely on contract basis. The work involves co- ordination with publishers of India, various Government agencies, Data collection agencies assigned by the project (RRRLF) throughout India, regular uploading of the CIP data after editing and administrative & other official correspondences.
Qualifications required: Graduate in any discipline with Post Graduate Degree/ Ph.D in Library and Information Science
Experience:
1. Minimum ten years administrative experience in a Central or State Library or large library of repute in the Grade pay of Rs. 6600/- or Five years in Grade Pay of Rs. 7600/-.
2. Sufficient experience in handling Indian Language collection.
3. Minimum 10 years experience in classification (DDC) and cataloguing (AACR2) of Indian language materials.
4. Good Knowledge of creation of multilingual data in MARC 21
The post is on contractual basis with consolidated remuneration as per Govt. of India norms for consultants.

पुस्तकालयों के विकास को प्राप्त करें अनुदान


- राजकीय जिला पुस्तकालय से ले सकते हैं आवेदन का प्रारूप, जमा करने अंतिम तिथि 15 सितंबर
उन्नाव, हमारे संवाददाता : शिक्षा को बढ़ावा देने के लिए एक बार फिर से जिले के समस्त सार्वजनिक एवं माध्यमिक स्कूलों के पुस्तकालयों को सरकार की ओर से अनुदान दिया जाएगा। इसके लिए संचालकों को राजकीय जिला पुस्तकालय में संपर्क कर आवेदन करना होगा। आवेदन जमा करने की अंतिम तिथि 15 सितंबर निर्धारित की गई है।
जिले में संचालित सार्वजनिक एवं स्कूलों के पुस्तकालयों को अनुदान के माध्यम से भवन निर्माण, पुस्तक क्रय, फर्नीचर क्रय, बाल प्रभाग, महिला प्रकोष्ठ एवं वरिष्ठ नागरिक प्रभाग से संबंधित अनुदान उपलब्ध कराया जाएगा। अनुदान प्राप्ति के लिए संचालकों से अनुदान स्वीकृति पत्र आमंत्रित किये जाते हैं और इस योजना का लाभ वही पुस्तकालय उठा सकते हैं, जिनके पंजीकरण को 3 वर्ष पूरे हो चुके हों। समस्त लाइब्रेरी संचालकों को यह अनुदान पुस्तकालय अधिनियम के अन्तर्गत उपलब्ध कराया जाएगा। यह अनुदान पुस्तकालय प्रकोष्ठ, उत्तर प्रदेश शासन एवं कोलकाता के राजाराम मोहन राय पुस्तकालय प्रतिष्ठान कोलकाता की अनुदान योजनाओं के अन्तर्गत उपलब्ध कराया जा रहा है। आवेदक आवेदन पत्र एवं अन्य जानकारियों के लिए सिविल लाइन्स स्थित राजकीय जिला पुस्तकालय में संपर्क कर सकते हैं।

Library panel flouts book selection norms

KOLKATA: Allegations have been raised againstRaja Ram Mohan Roy Library Foundation - an autonomous organization established and financed by the Union ministry of culture - for violating norms while selecting books for hundreds of libraries across the country.
While the Foundation was established to support public library services and systems, it has now been alleged that the nodal agency is hindering the library movement by breaching all rules formulated by it.
To begin with, the guideline that the Book Selection Committee of the foundation is supposed to abide by says a book "costing above Rs 500 shall not be ordinarily selected". However, the committee breached the clause in its 41st meeting and shortlisted some books that cost up to 10 times the proposed limit.
"The clause says books costing above Rs 500 shall not 'ordinarily' be selected. But if the committee members feel any costly book deserves to be at a library and there is good acceptability among readers, then such books can be considered," justified foundation director K K Banerjee, who is also a member of the Book Selection Committee. When told about the matter, academic Sunanda Sanyal said, "When guidelines are there, members should adhere to them. When I was a member of the committee, we followed them and no such allegations were made then."
From the list of books that has been selected in the latest meeting, it appears that the members have shortlisted around 70,484 copies of 263 such "costly" books, some of which cost Rs 5,000 (340 copies), Rs 4,200 (340 copies), Rs 3,000 (340 copies) or Rs 2,995 (340 copies).
Banerjee argued that there's no hard and fast rule that the Rs 500 limit has to be followed and that time has come to revise the price limit. But it appears that the committee has jumped the gun by selecting costly books instead of amending the guidelines. Even in reply to an RTI filed by a resident of Shahdara in New Delhi, the foundation clarified: "Highly expensive books have not been considered."
Academic Pabitra Sarkar harbours a similar notion like Banerjee. He said, "I think the Rs 500 limit is far to less. The guidelines should be amended. But as far as norms are there, they should not be violated."
The rulebook also says: "Books written, edited or published by the members or officials connected with the foundation may not be ordinarily selected during their tenure." In reality, the committee in its last meeting selected some books written by one of the members of the Book Selection Committee. While Banerjee initially denied any such possibility, he promised to "look into" the matter after TOI pointed out the names of the books. When TOI contacted the author (who is a member of the committee) in Delhi, he said: "The secretary of the ministry of culture has the authority to select such books depending on their merit."
A ccording to a source also alleged that undue preference is given to a city-based publishing house run by the husband of an employee of the organization. "The publisher, based in Santoshpur, submits specimens of books using two names and gets orders in bulk. There's nobody to verify these facts. There's no book-review committee to cross-check the specimen books. The selection committee selects book arbitrarily," he alleged. When TOI brought this to the notice of the foundation director, he promised to "look into" the matter.
Allegations have also been raised over the shortlisting of the books selected by the committee. In the last meeting, 5,539 books were primarily selected by the committee. But the list was later reduced to 2,374. Though a Delhi-based committee member confirmed that they had not been intimated about the shortlisting, Banerjee clarified: "There's a dedicated team that looks after all the details of the books while shortlisting them."
According to sources, the committee also violated Official Language Act and did not earmark 50% of the budgetary allocation (Rs 10 crore) for purchasing Hindi books. But Banerjee rubbished the allegation saying: "Some publishers with vested interest are trying to malign pointing fingers at the foundation."
However, in reply to the RTI months after the books were selected, the foundation said the Official Language Act had been strictly adhered to and the total net cost of Hindi titles "likely" to be ordered was Rs 6.09 crore.
Asokendu Sengupta:
Rs 500 has been set as a limit so that more books can be bought. However, good books will cost more. So the guidelines should be revised instead of violating them. But it is very unfortunate that books written by committee members have been selected.

किताबों की खरीद में करोड़ों का घपला

कोलकाता: सरकारी कोष से देश भर में पुस्तकालयों के लिए किताबें खरीदने का मानक तय करनेवाले राजा राममोहन राय पुस्तकालय प्रतिष्ठान पर मिलीभगत से पुस्तकों की खरीद-बिक्री का गंभीर आरोप लगा है.
अखिल भारतीय हिंदी प्रकाशक संघ ने इस संबंध में केंद्रीय मंत्री और विभिन्न सरकारी विभागों का ध्यान आकर्षित करते हुए कहा है कि हाल में पुस्तकालयों में पुस्तकों की खरीद के लिए आवंटित करोड़ों रुपये नियमों को ताक पर रख कर कुछ प्रकाशकों और सरकारी अधिकारियों की जेब में पहुंचाये गये हैं.
पुस्तकालयों के लिए पुस्तकों का चयन करनेवाली कमेटी के कुछ सदस्य भी संदेह के घेरे में हैं. राजा राम मोहन राय पुस्तकालय प्रतिष्ठान की स्थापना 1972 में केंद्र सरकार के संस्कृति मंत्रलय द्वारा की गयी थी. राज्य सरकारों, केंद्र शासित प्रदेशों के प्रशासनों व संस्थानों के सहयोग से देश भर में लाइब्रेरी परिसेवा का विस्तार करना ही इसका लक्ष्य तय किया गया है.
पुस्तकों की खरीद के लिए हर वर्ष इसमें केंद्रीय चयन समिति की बैठक होती है. इसके जरिये निर्धारित करीब 10 करोड़ रुपये के बजट से खरीदी जानेवाली पुस्तकों की सूची को अंतिम रूप दिया जाता है. अधिकतर राज्य सरकारें भी पुस्तकालयों और वाचनालयों के लिए पुस्तकों की खरीद के लिए राजा राममोहन राय लाइब्रेरी फाउंडेशन के ही नियमों का पालन करती हैं. फाउंडेशन की चयन समिति की 41वीं बैठक गत वर्ष नौ व 10 दिसंबर को कोलकाता में हुई थी. बैठक में इसके 16 में से 11 सदस्य उपस्थित थे. बैठक में जो फैसले लिये गये उस पर सवाल उठ रहे हैं.

National Seminar by RRRLF at Thiruvananthpuram

The Raja Rammohun Roy Library Foundation (RRRLF) is organizing a National Seminar on the theme “Towards a new reading culture” on 20-21 April 2012 in Thiruvananthapuram.There would be four technical sessions, viz.Changing Reading Habit and Public Libraries, Re-orienting Public Libraries in India, ICT Applications and Public Libraries and Equipping Public Library Users and Staff with Appropriate Skills and Competencies.


RRRLF National Fellowship will be awarded to Dr Balamohan Thampi at this function. Shri P Govinda Pillai, Shri Kavalam Narayana Paincker, Smt. Sugathakumari, Shri Vishnunarayanan Namboothiri, Dr K Satchidanandan, Shri Kanayi Kunhiraman, Dr George Onakkoor, Dr N.A. Karim, Prof. C.A. Augustine, Smt Lalitha Lenin and Shri N. Balagopal, the veterans in the field of Literature and Library movement will also be honoured.


There will be invited presentations from eminent Literary persons and Library Professionals.
