Denial of government grants choking libraries

The statutory grants is to be paid under provisions of the Kerala Public Libraries (Kerala Grandhasala Sanghom) Act, 1989, in four instalments spread over April, July, October, and January every financial year. However, the government has not released even a single instalment so far this year and this has resulted in the libraries across the State being denied their annual grants and the librarians their allowances.

Call for Papers
Programme Committee solicits high quality research and technical papers, case studies, technology updates, etc. related to the theme and sub-themes of the conference.  The paper submitted should have been neither published anywhere not kept under consideration for publication.  All papers will go through a process of review and accepted papers will be published in the Conference Proceedings.  Correspondence will be made with the principal author.  The Programme Committee will have the right to edit the papers.
The papers should be submitted in two versions (Print and Soft copy) as under:

The paper may be limited to 3000 to 5000 words.
All papers should be typed on Microsoft Word using Times New Roman Font with 12 pt. size.
Paper size should be A4, Portrait (8.5” * 11”) using 1.5 spacing with margins 1” (top, bottom and right), and 1.5” (left)Headings & sub headings must be in bold font, justified and numbered according to level of heading as below 1. Registration and Accommodation
Registration fee is Rs.800/-(Rupees Eight Hundred Only) per delegate.  The registration fee covers conference kit, lunches, conference dinner, and tea.  The filled-in Registration Form along with Demand Draft/Local Cheque in favour of the ‘The General Convener, National Conference 2013, Department of Library and Information Science, University of Calicut ’ can be sent to the address mentioned on or before 15th January 2013.  Accommodation can be arranged for the participants in the University Guest House with usual amenities on first come first serve basis.  Room rent and other charges are to be paid by the participants directly.  Besides accommodation in the Guest House, Hotels can also be arranged for the participants on request and confirmation.  A good number of moderate to luxury hotels are available near to the University campus.  Registration fee is non-refundable.  Substitution in nominations are acceptable only upto 15th January 2013.
Registration fee does not include accommodation .Registration will be confirmed only if the form is duly completed and payment received in full. 
Venue of the Conference
The sessions will be held at the Seminar Complex of the University of Calicut situated on the main campus.  The campus is at Thenhipalam, a hilly village surrounded by green valleys.  It is 23 kilometeres south of Calicut , the capital city of erstwhile Zamorins, 12 kilometers from Karipur airport and 14 kilometers from Parappanangadi Railway Station.  Calicut city is well connected with buses and trains from various parts of the country.  The campus is on NH 17 and regular buses are available from Calicut City . We request you to publicize this event among the professional colleagues of your University / Department / Library and to contribute papers for the conference.  For registration form and further details, please visit Calicut University website http://www.universityofcalicut.info or  the Department blog

Student moves HC against PhD registration cancellation


KOZHIKODE: A research scholar has moved the high court against the cancelation of her PhD registration by the Calicut University. The complainant, Shahana V A, had earlier approached Malappuram police's women's cell, accusing the vice-chancellor, M Abdul Salam, of shouting and verbally abusing her in his office.
Shahana had pursued Masters degree in library science before qualifying for Junior Research Fellowship (JRF). She joined the doctoral programme in Malayalam, but the varsity expelled her on grounds that she was simultaneously pursuing two courses. It was also pointed out that she had not obtained transfer certificate (TC) from the library science department.
In her petition, Shahana claimed that she was a victim of vindictive action by the varsity for filing a complaint against the VC with the woman's cell. She alleged that the VC shouted at her and used abusive words when she went to his chamber on July 10 with a group of students to submit a memorandum against the varsity's decision to charge a fee from students for using the Seminar Complex.
On receiving the memorandum, the varsity served her a show-cause notice, seeking explanation on why disciplinary action should not be taken against her.
In the petition filed before the high court on Saturday, Shahana has said that she was victimized and the action of the VC cancelling her PhD registration was 'biased, prejudiced and without any legal basis'.
She said the she had not obtained the TC from the department of library science since it was not mentioned in the list of documents to be submitted along with the PhD application. Shahana claimed that she had applied for TC from the department on July 12, but it was not issued to her till date.
"Even otherwise, nowhere in the CU statutes it is stated that submission of TC is mandatory for the students who get JRF to register for PhD and none of my fellow students had produced the TC before joining the programme," she said. The high court will take up the case on Monday.
The VC refused to comment when contacted on Sunday.

Kollam public library sings a different success tune

KOLLAM: As many traditional libraries die a slow death in the era of internet, Kollam public library is attracting more youngsters, especially those who are looking for a government job. 

Youngsters sitting in small groups and poring over study material is a common sight on the sprawling library campus. The success of thousands of its members in securing government jobs over a period of time stands testimony to the success of such groups. 

As the knowledge sharing sessions under the shades of large thickets grew in numbers, those who secured government jobs as a result of such combined efforts have decided to help the newcomers. 

"Three years ago we started a collective named Jubilant, to help the newcomers by providing them with books and magazines," says R B Vinodsecretary of Jubilant. "Now the collective has more than 200 members; all government servants. We donate the learning materials to the library to help the youngsters who are preparing for exams and interviews," he said. 

The collective has been contributing books worth lakhs to the library for the past two years. This year too, they have contributed books worth Rs 50,000 to the library. The Jubilant also plans to contribute modern reading aids like Kindle and other such devices to the library in the near future. 

According to Vinod, even students from outside the district visit the library regularly and take part in the learning sessions. 

"It is mostly students from financially poor backgrounds, who are unable to afford huge fees at coaching centers, depends on the library. Mission of this collective is to give a helping hand in the further development of the library and making the members available with all the modern resources," he said.
