Importance of access to library stressed

Imphal, September 22 2012: ON THE last day of the 5-day long national awareness programme on access to library organized jointly by Manipur University (MU) and National Library Kolkata at MU Library today, Prof E Bijoykumar Singh, Dept of Economics, MU has observed that researchers in the university need not have to be made to run from pillar to post in search of information.

Delivering the Presidential address of the valedictory function, Prof Bijoykumar Singh pointed out that one of the most time-consuming in any research is searching for sources and information.

So, most research scholars have to run here and there to collect their requirements.

Now that the library at Manipur University has been equipped with world class facilities that phase of running from pillar to post in search of information would be over.

He also noted that it would be ridiculous to build up facilities only in MU Library without expanding such facilities in other institutions under the varsity.

Speaking as Chief Guest of the valedictory function, Prof Amar Yumnam maintained that a university is become significant only when its library is significant.

Moreover, there is no importance for existence of library in any institutions if users do not use the facilities correctly He pointed out that none of the Indian Universities are among the top 200 best universities of the world, and it's because of the mechanism of operating library in the country.

Manipur needs more libraries- MALA


IMPHAL, September 10: “Manipur needs more libraries, both private as well as public as libraries play an important role in making a better society,” asserted general secretary, MALA Dr Ch Ibohal Singh.
He was speaking at the Atulchandra Memorial Lecture-2012 in commemoration of the 115th Birth anniversary of Dr H Atulchandra Singh founder of Canchipur High School, one of the oldest schools of the state.
The function was organized by the Manipur Library Association, MALA and the Canchipur High School at the school premises.
Dr H Atulchandra Singh, an educationist had also co-founded the Manipur Club in 1927 which was later changed into the Jubabati Memorial Library in 1933.
In his welcome address, Dr Ch Ibohal continued, “Libraries play an important role in rendering quality education in the state”.
Elaborating on the life of Dr H Atulchandra Singh, he said that Atul is one of the pioneer educationists of the state. Atulchandra was not just an educationist but a champion of woman’s struggle during his lifetime, he said. He had also founded a polytechnic in Manipur for the uplift of women in those days.
A speaker Dr T Tomba Singh lamented that there is no library committee in the state, and there has been no effort from anywhere to establish one.
He continued that 5 percent of a school’s budget should be used in developing the school’s library.
Manipur University, Department of Library and Information Science, HOD, Dr Th Purnima Devi said librarians were once considered as a clerical job, however with the invasion of new technologies, the job of a librarian has managed to escape from the four walls of his library.
She further lauded Dr H Atulchandra Singh for his contribution to the state and in promotion of libraries in the state.
Criticising the current trend of sending children to private tuitions, she said, it has become a fashion statement in the state. She continued that in order to bring an end to this trend, the teachers have an important role. According to a new UGC norm, any candidate for a teacher should have a specific past experience of doing community service, she added.
She concluded her speech with an appeal to cultivate reading habits among the people of the state.
Meanwhile, a book of poems, “Napu Machu gi Kakcheng” written by LC Lalhanba was also released during the function.
In his review of the book, CI College, Bishnupur Principal (retd) and renowned critic Salam Tomba Singh said Lalhanba is a modern poet.
“He has tried to contain all the scenarios of Manipur in his book of poems and did so with success.”
The presentation of the poems in the book is well balanced. The poet has a feel of the poetic pain, he concluded.

Manipur MLA moots implementation of Public Library Act


Imphal, May 24 2012: With a view to create awareness on the importance of Public Library and also to mend the shortage in connection with public library, the Manipur Public Library Act will be brought up in the floor of the House during its Monsoon session, K Shyam, MLA, Langthabal A/C has assured.
MLA K Shyam was speaking as Guest of Honour of the Silver Jubilee celebration of Manipur Library Association (MALA) at Lamyanba Shanglen, Palace Compound here today.
The MLA observed that library plays an important role in the development of a society.
So, we need to bring about development in the Library system of the state.
For this, it is high time for MALA to take the initiative towards spearheading a public movement in the state.
The MLA further informed that since he has been newly elected, he has a lot to learn with regard to politics.
However, he is not going to leave any stone unturned in bringing about development in the society.
He also appealed to the general public to give him suggestions in this regard.
Speaking as Chief Guest of the function, Laishom Ibomcha, MLA of Keishamthong A/C pointed out that since the government has failed to take up measures for promotion of library in the state, the sorry state of library has prevailed in the state.
According to the Manipur Public Library Act, 1993, every district of the state should have a library.
However, no proper library has been established in all the districts so far.
He further lamented over the attitude of the state government in missed out from preparing a separate budget for the Library in the annual budget of the state government.
Even the Department of Art and Culture never tried to develop and promote the library movement in the state.
As such there is no likelihood that a separate Directorate of Library will be set up in the state as is seen in other states of India.
MLA Ibomcha also pointed out that since the State Central Library is located in a parking zone, the people find it difficult to concentrate in reading books of their choice peacefully.
So, either the parking or the Central Library needs to be shifted from the area, he proposed.
Padmashree Dr M Kriti, RK Jhalajit and N Inaocha, President of Manipur Library Association were Guests of Honour of the function during which annual report of MALA and a souvenir were also released.
Eminent columnists, critics and publishers were also awarded certificates of appreciation on the occasion.

READ's Community Library and Resource Centre - A ray of hope for rural Manipur -

The paradigm of community development and people's participation in rural/regional development has been introduced from 1950 onward. However, many development practices have been limited to the trickle down approach. The numerical involvement in community development activities has been in practice due to the poor implementation mechanism of the spirit of the participatory community development approach.

The actual participation requires a participatory decision-making process that enhances the role of local people in the decision and management of community matters of development. Thus, participatory community development has been critically important in the pace of rural community development.

India is a developing country where the literacy rate is very low. Among the literate people, the women, marginalized and disadvantaged people are only a low percentage. For sustainable rural development, rural community people should be literate so that they can actively participate in community affairs. 

In this respect, Rural Education and Development (READ) India has been adopting the spirit of community development throughout its approach. It empowers rural communities using a replicable model for sustainable educational, economic and community development that pairs non-profit community resource libraries with for-profit ventures. READ's approach mostly focuses on the educational development of rural people through community libraries. 

The READ approach of community development also includes economic development, which is one pillar of educational development of an area. It has accepted an innovative micro-funding approach to sustain financially each library through viable income generating programs that support the library for its regular operation and future development. Often the income-generating projects have risen considerably more than library operational expenses. Surplus revenue of the library goes to other community development projects. 

A community library is more than just a library. The library is defined as a local educational institution, outside the formal educational system in village areas, which is set up and managed by local people to provide various learning opportunities for community development and improvement of people's quality of life. 

The concept of a community resource centre is that of a community owned centre for lifelong access to educational materials. While on one hand, it serves as a storehouse of knowledge and information, on the other hand, it works to create a space for the community men and women to collaborate on a range of development initiatives. 

Library and information centres are vital and powerful national resources for individuals, organizations and governmental agencies. Community libraries help local people to develop sound reading habits. They provide reading materials to all age groups and people from different interest groups. With easy access to the library, technology and information, local people become literate and develop their skills. This turns villages into viable places to live by creating jobs and access to technology, thus balancing the urban-rural opportunity gap. 

The lack of proper transportation facilities (railway, air, etc), special climatic conditions and such other factors are the barriers that are isolating the Manipur from other parts of India. The result definitely affects the overall growth and development of the region. 

The role of the library for all round development of the society is unquestionable, and when the name of the North East India came its emphasis is even more. The community library or rural library or by whatever name we call it, that are located in the Manipur serve as the key institution / gateway to look insight into the rural masses. 

As such they can be vested with different types of responsibilities from government as well as from different NGO's and like other. But the problem is that about them also a very little information is available. 

The use of the term 'rural library', instead of 'community library' or 'community library and resource centre' is always a confusing one, and must need to be abandoned. In justification of the above sentence it can be said that the term 'rural' indicates the places that have a small population size and whose needs are not served by a metropolitan Development Authority. 

The overall definition of the term is always attached with places proximity to a central space, community size, and total population, economic and socioeconomic conditions. But in every state there are a great number of libraries that are grouped as 'rural library' which are in reality serving the urban community or localities. 

The Directorate of Art and Culture, Government of Manipur is looking after the 13 (thirteen) government public libraries. Besides the 13 Government public libraries there are 120 (one hundred twenty) libraries that are run by beneficiary club / voluntary organization etc and they are getting regular book assistance, furniture and equipment from the government. 

Again there are over 95 (ninety five) libraries which are yet to receive regular assistance from the state government, some of them already receive financial assistance from the RRRLF for purchase of books, furniture, equipment and also for construction of library building.

Recently, in Sangaiprou near Imphal READ (RURAL EDUCATION AND DEVELOPMENT) India and local community people jointly implemented a Tazei Community Library and Resource Centre (TCLRC) for minimizing Urban Rural opportunity gap. 

Sangaiprou is a tribal village inhabited by Zeliangrong community and also called as Kabui to Zeliangrong. It lays within the jurisdiction of 19 Patsoi Assembly Constituency, Imphal West-1, Sub-Division Imphal West District Manipur. 

And under Lamjaotongba Gram Panchayat, It is about 7(seven) Kms from Imphal and located in between two National High Way NH-53(Imphal � Silchar) and NH-150 (Imphal- Aizawl). The word "Sangaiprou" derived from Manipur mythology. It means that the habitation of Sangai the state animal of Manipur. 

READ India is helping rural communities by establishing community libraries with a sustainable financial strategy. Both the library and the sustainable income-generating projects are used as a developmental vehicle to undertake various other development initiatives in the community. TCLRC has selected two income-generating projects.

READ libraries create different sustainability projects based on geographic location, resource availability, local interest and demand. Those income-generating projects cover all the expenses of the library's operating budget, and surplus funds go towards future program expansion. 

READ does not implement the project itself, but it regularly monitors the activities of the community libraries. The community itself manages the community library and its services. The responsibility of the project implementation solely falls on the local community. READ activities are flexible and participatory which allows leadership to emerge from any member of the community. 

Support mechanisms are also made available through coordinating and networking. This model also allows volunteers, who are eager to learn about community development, to gather ample experience about community matters. 

To serve the people, it is necessary to go to their doors steps, to provide them service at the levels where they live. When we consider in respect of information or knowledge, Community Library and Resource Centre (CLRC) or Community Development Library (CDL) or Rural Information Resource Centre (RIRC) or Rural Library or by whatever name we call it, doing the same. 

But for how long it will continue without people's own initiatives. They also must come forward to take the benefit, to make it self sufficiency through various provisions like READ library model.. 

Most of the community libraries in the North East India especially in Manipur spontaneously developed as a part of NGO, Societies, and Club etc and after some time they are dying in the same way due to the lack of subsequent management. During present time they are facing major financial crises and the respective state government and RRRLF financial grant are unable to cover even a fraction of the total need of the community libraries. Without full participation / cooperation from the general people the whole system will be vanished. 

Community libraries are very essential for the growth and development of the society and through years it is playing a great role. In terms of community development the common purpose sharing organization / institution like Raja Ram Mohan Roy Library Foundation (RRRLF), National Mission for Manuscripts (NMM) formed on 7th February 2003, Rajiv Gandhi Foundation (RGF) established in 1991, Panchayats, Department of Agriculture of respective state governments, Agricultural Universities, Krishi Vigyan Kendras, etc. can think to unite themselves, for the maintenance of this system, to serve the rural population as well as to fulfil their individual need.

Shortage of staff, space retard development of State Central (Manipur)) Library

Imphal, April 27 2012: Even as concerted efforts have been made to restore the resplendency of the State Central Library from a state of almost a non-entity since it was razed to the ground seven years back, lack of staff and space for the building has posed as a hitch in speeding up the restoration efforts.
Established in 1958, the State Central Library had around 15,000 registered members before the building was reduced to cinders a few years back. The public libraries in the State suffered a setback with the burning down of the library, coupled with lack of initiative for constitution of a Library Directorate. No budgetary allocation in the planned and non-planned budget has also been made for the development of libraries, which is under the Art and Culture department. Sadly, the State Central Library has been maintained with a meagre resource from the plan and non-plan fund of the Art ana Culture department.
The State Central library has a standing structure near Thoubal Parking in Keisham pat area with several administrative sections like circulation section, reference section, journal section, binding section, technical section, processing section. Efforts have been made to add other sections like children section, senior citizen section and a section exclusively for women. However, the administration is hampered by shortage of regular staff as no replacement has been made for retired, expired and transferred staffs. It has been learnt that there are only 13 regular staff and 14 engaged and casual contract staff of the State Central Library.
Although the library is supposed to have a librarian for each section, the State Cen-tral Library has only a chief librarian, a technical librarian and two other librarians. "Due to acute shortage of regular staff, service of five engaged staff and nine casual contract staff has been roped in," an official of the State Central Library told The Sangai Express. The monthly remunerations of the non-regular staff were paid from planned fund for State Central Library while the regular staff are paid from the non-planned fund, the official said.
Purchasing of books, installation of furniture, and other maintenance could hardly be made as salaries of the engaged and casual contract staff were paid from the planned fund. Even if such was the case, the library has been maintained with a meagre amount of Rs 5 lakh annual fund, the official said. When surveyed by this reporter, it was found that all the sections of the library have congested space. It was also stunning to find that piles of books and journals scattered on the floor in the journal section in the absence of book-rack. Stating that a library should be constructed at serene place free from any kind of disturbance with fully ventilated rooms, the official rued the location of the library and the want of space inside.
It has also been noticed that the number of visitors in the journal, circulation and referrence sections has increased rapidly. It may be mentioned that the Manipur Public Library Act was enacted in 1996 and accordingly, Public Library Rules was made the same year. A District Library was established in each district of the State. In the Hill districts, respective ADC looks after the District Library. Although the libraries in each district are supposed to have a librarian, only Chandel District Library has a library at present. The Library official said that the Manipur Library Act should be implemented and a Directorate of Library be constituted in order to develop public libraries in the State.

Manipur Public Library Act, 1988 will be implemented Very soon

Imphal, April 22 2012: The State Government should implement the Manipur Public Library Act and constitute Library Directorate in order to promote public library in the State.
This was resolved during a panel discussion organised by the Manipur Library Association, Imphal with the theme Legislation Based Public Library Service in Manipur: Challenges and Opportunity today at the State Central Library, Keishampat.
The panellists pointed out that the Manipur Public Library Act was enacted in 1988 .
However, it has not been implemented till date.
The panellists contended that Public Library in the State could not make headway due to nonimplementation of the Act.
Speaking at the occasion, General Secretary of the Manipur Library Association, Dr Ch Ibohal pointed out that libraries in 19 Indian States where the Library Act has been implemented flourish.
He maintained that Manipur was the sixth State to have enacted the Public Library Act in India but the same has been kept in cold storage for the last 24 years.
While reiterating that the State Government should implement the Act, Dr Ibohal further said that the State Government has been urged on several occasions through memorandum for the immediate and effective implementation of the Act.
Another panellist, Dr Th Khomdon, Librarian in MU said public library gains significance in conformity with Article 12 of the Indian Constitution.
He stressed that the promotion of library is a State subject and hence the State should take adequate measures for its promotion.
Dr Khomdon is of the view that a Library Directorate be constituted to look after the welfare of libraries�from village and club level library to State Central library.
As a result of not receiving any patronage from the Government, all libraries in the State from State Central library to village/organisation/club run library are unable to function effectively, Dr Khomdom maintained.
Taking part in the discussion, MLA Karam Shyam said there are around 300 public libraries in the State.
He also assured to work consistently towards the welfare of library in the State.
Throwing in his opinion, founder Secretary of MALA, K Chaoba stated that the public library is under the Art and Culture department.
Stating that public library is in great demand in the State, he said the Government could not meet the demand on the pretext of lack of fund.
He said political support is needed for the promotion of public library.
The cabinet should take a decision for the implementation of the Public Library Act.
The Government should also provision in its budget for providing grant in aid to all libraries of the State.
Assistant Registrar of Gauhati High Court, MC Tiken opined that the Public Library Act, which was passed over two decades back, needs amendment.
The members present also felicitated MLA Karam Shyam, Life Member of MALA, on his success in the 10th Assembly election.
